Automated: Migrate {target_path} from gsutil to gcloud storage

This CL is part of the on going effort to migrate from the legacy
`gsutil` tool to the new and improved `gcloud storage` command-line
interface.
`gcloud storage` is the recommended and modern tool for interacting with
Google Cloud Storage, offering better performance, unified
authentication, and a more consistent command structure with other
`gcloud` components. 🚀

### Automation Details

This change was **generated automatically** by an agent that targets
users of `gsutil`.
The transformations applied are based on the [gsutil to gcloud storage
migration guide](http://go/gsutil-gcloud-storage-migration-guide).

### ⚠️ Action Required: Please Review and Test Carefully

While we have based the automation on the migration guide, every use
case is unique.
**It is crucial that you thoroughly test these changes in environments
appropriate to your use-case before merging.**
Be aware of potential differences between `gsutil` and `gcloud storage`
that could impact your workflows.
For instance, the structure of command output may have changed,
requiring updates to any scripts that parse it. Similarly, command
behavior can differ subtly; the `gcloud storage rsync` command has a
different file deletion logic than `gsutil rsync`, which could lead to
unintended file deletions.

Our migration guides can help guide you through a list of mappings and
some notable differences between the two tools.

Standard presubmit tests are run as part of this CL's workflow. **If you
need to target an additional test workflow or require assistance with
testing, please let us know.**

Please verify that all your Cloud Storage operations continue to work as
expected to avoid any potential disruptions in production.

### Support and Collaboration

The `GCS CLI` team is here to help! If you encounter any issues, have a
complex use case that this automated change doesn't cover, or face any
other blockers, please don't hesitate to reach out.
We are happy to work with you to test and adjust these changes as
needed.

Summary of Changes

Hello @parthea, I'm Gemini Code Assist1! I'm currently reviewing this pull request and will post my feedback shortly. In the meantime, here's a summary to help you and other reviewers quickly get up to speed!

This pull request completes a significant refactoring effort by migrating the google-cloud-error-reporting Python client library into a dedicated packages/ subdirectory. This move encompasses all aspects of the library, from its core implementation and API interfaces to its extensive suite of development and CI/CD configurations, and user-facing documentation. The primary goal is to consolidate the library within a monorepo structure while meticulously preserving its historical commit integrity.

Highlights

  • Code Migration: The entire python-error-reporting client library, including its source code, documentation, and configuration, has been migrated into the packages/google-cloud-error-reporting directory.
  • Configuration Files: Various configuration files for linting (.flake8, .pre-commit-config.yaml, mypy.ini, pylint.config.py), testing (.coveragerc, pytest.ini), and repository management (.gitignore, renovate.json) were added to the new package directory.
  • CI/CD Workflows: GitHub Actions workflows for documentation, linting, and unit tests, along with Kokoro CI/CD configurations for builds and sample testing across multiple Python versions (3.7-3.14), were added.
  • Documentation and Metadata: Comprehensive documentation files, including README.rst, CHANGELOG.md, CONTRIBUTING.rst, CODE_OF_CONDUCT.md, SECURITY.md, and Sphinx configuration files, were added to support the migrated library.
  • Client Library Structure: The Python client library structure for Error Reporting was established, including core client logic, GAPIC wrappers, logging integration, and v1beta1 API services and types, along with generated samples.
Changelog
  • packages/google-cloud-error-reporting/CHANGELOG.md
    • Added the changelog for the google-cloud-error-reporting library, detailing past releases and updates.

Code Review

This pull request migrates the python-error-reporting library into the monorepo. The changes are extensive, involving the addition of many new files for the package, its configuration, and CI/CD workflows. I've identified some critical issues in the GitHub Actions workflows where invalid action versions are used, which would cause the builds to fail. Additionally, some of the GitHub issue and pull request templates contain links pointing to the old repository, which should be updated. I've provided suggestions for all these issues. The rest of the migrated code and configuration appears to be standard and correct.

I am having trouble creating individual review comments. Click here to see my feedback.
